Page rank flux can be the result of varies reasons. One of them has to do with content. If the content of your page is poor or if your page hasn't been recently updated the rank will decrease.

Another reason for the drop is broken links. Of course people buying links to promote their web page doesn't help ratings either.

Changing the way search engines rate your web site can also make your ratings change. Google has recently done this and so everyone is scrambling around trying to figure out what changes they need to make for the new system.

Of course penalties can really hurt your ratings. Believe me I learned that the hard way.
Not only broken links but links that are unrelated to your web page or has a poor rating them selves will hurt your ratings.
